Planning Process

The proposal for building the Graythorp Energy Centre in South Hartlepool will be the subject of a planning application to Hartlepool Borough Council and will be for full planning permission.

 

The application will include the following documents:

  • Planning Statement

  • Environmental Statement

  • Transport Assessment & Travel Plan

  • Statement of Community Consultation

The Planning Statement will address:

  • The need for the Energy Centre

  • The site and its planning history

  • Identification of relevant planning policy context and an assessment of the Energy Centre’s facility in that context


The Environmental Statement (‘ES’) will include the following assessments:

  • Landscape and visual Impact

  • Noise Impact

  • Air Quality

  • Human Health Risk

  • Ecology and Nature Conservation

  • Ground Conditions and Contaminated Land

  • Surface Waters and Flood Risk

  • Archaeology and Cultural Heritage

  • Socio-Economics

  • Cumulative and Secondary Effects*


*This assessment will take into account the environmental impact of other existing industrial operations and consented projects (whether built or not) in the area.


The Transport Assessment will assess in detail the vehicular movements during the construction and operational stages of the project’s life, including delivery vehicles and staff movements to and from the site.

The planning application for the project is expected to be submitted to Hartlepool Borough Council by the end of June 2019. Following this, there will be a statutory public consultation period where interested parties and individuals can make comments on the scheme to the Council. The Council, in determining the application, is required to give due regard to all submissions received.
